What is KEBS PVoC?

The Kenya Bureau of Standards (KEBS) describes Pre-Export Verification of Conformity as conformity assessment carried out in the exporting country against Kenyan technical regulations, mandatory standards or approved specifications. The programme is operated through appointed third-party inspection companies. For a Kenyan importer of small electrical appliances, regulated products must be verified before shipment and accompanied by a CoC issued by an appointed PVoC agent when the route requires it.

PVoC is not a single uniform process for every product. The exact route depends on the product category, the applicable standard or specification, the supplier's quality track record and the shipment mode. Ask the appointed PVoC agent or KEBS which route applies to the specific small appliance models you intend to import.

Document sequence before shipment

1. Product classification and standard identification

Confirm with the appointed PVoC agent which Kenyan technical regulation or approved specification covers each appliance model. Do not assume that a CE declaration or European test report alone satisfies the Kenyan requirement.

1. Request for Certification (RFC) or equivalent application

The PVoC agent usually requires an application listing supplier, models, quantities, values and shipment details. Either party can initiate this.

1. Technical file submitted to the PVoC agent

The agent may request product photos, specifications, manuals, markings and traceable test reports. The file must match the commercial invoice in model name, quantity and description.

1. Inspection or document review

Depending on the route, the agent may carry out physical inspection, sample testing or a documentary review. Clarify what the appointed agent requires for the specific batch.

1. Certificate of Conformity (CoC)

When the review is successful, the appointed PVoC agent issues a CoC. This document should normally accompany the shipment and be referenced during Kenyan customs clearance.

Product-file checklist for small electrical appliances

Small electrical appliances include kettles, toasters, irons, hair dryers, blenders, food processors, grills and similar household items. The product file for each model should be complete and internally consistent before the PVoC agent is engaged.

• Commercial and pro forma invoices with exact model names, quantities, unit values and totals.
• Packing list matching the invoice line by line.
• Technical specification sheet for each model: voltage, frequency, wattage, plug type and safety markings.
• User manual or instruction booklet in a language acceptable to the Kenyan market.
• Product photos showing the model number, rating plate and safety warnings.
• Traceable test reports or certificates when the PVoC agent asks for them.
• Supplier declaration or quality-management evidence when the route requires it.

The most common preventable delay is a mismatch between the model name on the invoice, the technical file and the product label. A single master list shared between supplier, PVoC agent and clearing agent eliminates most of these mismatches.

Inspection, testing and the CoC

KEBS states that PVoC is a conformity-assessment programme operated by appointed agents. The importer should ensure that the supplier understands the requirements and that consignments subject to PVoC are accompanied by a CoC from an appointed agent. The exact inspection or testing requirement is set by the agent based on the product and route.

Prepare early: send samples or full product files to the agent; ask whether physical inspection is required at the supplier's premises or whether documentary review is acceptable; confirm that the CoC will be available before departure; and share the CoC reference with the Kenyan clearing agent.

Kenya arrival, customs and the Import Standardization Mark

After the goods arrive in Kenya, the Kenya Revenue Authority (KRA) customs process takes over. KRA lists the documents typically required for import as including the Import Declaration Form (IDF), the customs declaration, the CoC for regulated products, the ISM when applicable, and commercial and pro forma invoices. The customs clearing agent handles the declaration on behalf of the importer.

KEBS states that imported products intended for sale require ISM stickers. The application materials normally include the CoC, IDF and customs entry. Confirm current applicability with KEBS, because the requirement can vary by product and by the latest KEBS notice.

KRA has also published a notice that a mandatory Certificate of Origin took effect on 1 July 2025, with full enforcement from 1 October 2025, subject to listed exceptions and provisional alternatives approved by customs. Check whether the specific country of origin and product fall under the current requirement and what alternative documentation is accepted.

Common avoidable document mismatches

• Model-name drift: the invoice says "KT-2000", the packing list says "KT2000" and the CoC says "KT 2000". Pick one version and use it everywhere.
• Wrong voltage or plug type on the rating plate: Kenya uses 240V, 50Hz and the British-style square-pin plug. The product and its documentation must match the Kenyan market.
• Missing user manual: some routes require a manual in English or in a language the agent accepts.
• Certificate of Origin confusion: not every shipment needs the same origin document. Confirm the current KRA requirement for the specific European country of origin.
• ISM applied too early or not at all: ISM is normally a post-clearance step for products intended for sale. Clarify timing with KEBS and the clearing agent.
